Shipley Town Council seeks the services of an experienced bid writer for an exciting project to create a Town Heritage Trail.
A market town in Airedale, just north of Bradford in West Yorkshire, Shipley has a rich and fascinating history based initially on sheep farming and later on the booming textile industry. Within the town’s boundaries are historic transport corridors including the Leeds and Liverpool Canal; cherished green spaces such as Northcliffe Park and Hirst Wood; a post-war Market Square with an unusual feature clocktower; and the World Heritage Site of Saltaire.
The Town Council has received agreement in principle for an application to be made to the Heritage Fund of the National Lottery. The funding sought is likely to be approximately £95,000. The successful bid writer will need to develop the Town Council’s preliminary proposals into a detailed application, together with the relevant supporting information and evidence of community engagement in line with Heritage Lottery requirements.
Witten applications with curriculum vitae are requested, which must demonstrate the relevant knowledge, skills and experience for the preparation of a bid of this nature for submission to a major national funder.
In particular, the Town Council requires:
- At least two written references from a previous customer/client/commissioner
- At least two examples of a previous successful funding application of a similar nature
- Evidence of any relevant academic and/or professional qualifications
- Evidence of membership of any professional/trade body or similar
Applicants must already hold or be willing to acquire Public Liability Insurance to £10 million, to provide cover for the duration of the contract. The successful applicant will also be required to prepare risk assessments relevant to the work required.
The Town Council is subject to the requirements of the Public Sector Equality Duty and applicants are asked to demonstrate an awareness of this and to commit to its principles.
The fee for the contract is £1,000, which must cover all on-costs and expenses, including travel, subsistence and (if required) overnight accommodation. The contractor will be responsible for all tax, national insurance and pension liabilities arising.
The Town Council will, however, be able to provide: suitable local accommodation for public engagement activities; access to established local social media channels and a professional communications officer; information about local stakeholders; basic office stationery supplies and equipment; and short-run office printing.
Other than when required for public engagement purposes, the contractor will be expected to work remotely and to provide their own portable computer equipment and internet connection. Limited access to office accommodation with internet access can be provided within a Shipley town centre location, if required.

The Town Council will shortlist applications for interview. Interviews will take place between 9.00am and 5.00pm on Wednesday 5 February 2025, with the intention to appoint on the same day.
The Council requires the funding bid to be drafted, in full, by 5.00pm on Sunday 9 March 2025; this will allow the draft to be considered, prior to submission to the funder, by a meeting of the Full Town Council in March 2025.
